Government bans secular Music Performances in Schools

The government, through the Ministry of Education and Sports has written to all headmasters and principals of primary and secondary schools condemning any secular music performance or concerts held in the guise of entertainment or co-curricular activities.

The Ministry’s stance and eventual ban on the music concerts at schools follows several video clips that went viral on social media last month showing musicians Sheebah Karungi, Winnie Nwagi and others dancing erotically in what many regarded as indecency as they performed amidst ululations for seemingly excited students.

The videos show artistes dressed in skimpy dresses, making seductive dance moves as they dabbed male students.

According to government, these acts will derail students from the agenda of constructive co-curricular activities to moral and cultural degradation, “which is completely unacceptable.”

During a senior management meeting held on July 18, 2022, it was resolved that the Ministry of Education and Sports would henceforth provide guidelines on the nature and conduct of co-curricular and entertainment activities allowed in schools.

Dr. Jane Egau Okuo, the acting Permanent Secretary at the Ministry of Education said, on July 11, the country woke up to the shocking videos that were circulating on social media to portray the indecency being conducted in schools.

She noted that there have been several unacceptable and offensive functions allowed in schools under the guise of co-curricular and entertainment activities.

The PS further directed Head teachers and Principals of both primary and secondary schools to stop hiring any of the artists to perform in schools.

“Failure to comply, school managers will be held individually responsible and disciplinary measures will be charged against them,” a warning was sounded.

“Extra co-curricular activities in schools include sports and games, debate clubs and others. If schools need to entertain themselves, they can engage themselves in acting plays or arrange concerts. However inviting artists who dance erotic dances, naked in schools under the guise of extra-curricular activities must be forbidden,” She asserted.

In a circular addressed to all Head teachers and Principals of primary and secondary schools, the ministry states that it is responsible for guiding the inculcation of good morals among school going children.

“Everybody must remember that the Ministry of Education and Sports is the custodian of the values and behavior of the children of Uganda while at school, whether those schools belong to the government or private individuals,” the circular reads in part.

It should be noted that a month ago, police came out to condemn the acts involving female students of Lubiri high school who were lap-dancing and erotically twirling atop their male counterparts in a school bus which ironically was hired for a study tour. Acts believed to be emanating from watching and participating in secular music videos, shows and concerts.
