Bamuturaki’s Uganda Airlines CEO status querried by COSASE

The Commission on Statutory Authority and State Enterprises – COSASE was shocked by the surreal of information surrounding the appointment of Jennifer Bamuturaki as the Chief Executive Officer-CEO of the Uganda National Airlines Company Limited.

The Joel Ssenyonyi led legislative commision learnt on Tuesday morning that Uganda Airlines ring-fenced the position of CEO for Bamuturaki even after receiving 40 applications and spending over Shillings 90 million towards the search for the new CEO.

Reports indicate that the Uganda National Airlines Company Limited’s Chief Executive Officer recruitment process was brought to a hault following a directive by the President which led to Bamuturaki’s subsequent appointment.

Bamuturaki admits she didn’t apply for the job.

The Commission has also established that Jennifer Bamuturaki didn’t meet the minimum academic requirements at the time of her appointment. Bamuturaki only had a Bachelor of Arts in Social work and social administration and lacked post graduate training, an extra requirement deemed necessary for acquisition of the position.

She is said to be pursuing a post graduate-diploma in Public Administration at Makerere University to perhaps boost her job academic demands.

The flamboyant Uganda Airlines CEO, Ms Jennifer Bamuturaki, told COSASE on Tuesday that, “It does not matter whether I went to the moon or whether I did MDD”.
” What matters is that I do have the skills, I can’t blame myself for being appointed,” added Bamuturaki.

At the time of her appointment, Ms Bamuturaki had been the acting CEO of Uganda Airlines after the sacking of Mr Cornwell Muleya in February, who she had worked with.

The Committee commenced investigations into the operations of the Uganda Airlines following a red flag raised in the John Muwanga 2020/2021, Auditor General’s report.

According to the report, during the period under review, the Airline budgeted for Shillings 22.329 billions on salaries but Financial Statements and payrolls for the same period indicated that Shillings 27.428 billions was incurred as costs for salaries and staff expenses with an overlap of 4.919 billion in excess.

In rather bizarre revelations, the Auditor General’s report further shows that despite lack of a salary structure, top managers, especially from the Captain category employees were exorbitantly earning between 38.2 million to 65.2 million UGX.

MP Joel Ssenyonyi’s team was further startled to learn that the former CEO Muleya earned Shillings 126 million every month while Bamuturaki now earns Shillings 87 million monthly.
