Kira police has imposed charges of torture and harassment against Bishop Kibuuka for allegedly causing harm against 14 year old Othieno Dennis, a pupil of Christ the king Junior school Namungoona.
The incident happened on the 22 of August, 2022 when the victim was at Mamre prayer center with his mother Kemigisha Juliet who works as a cleaner at the facility. Kemigisha left her son behind as she proceeded to town for other errands. It is during her absence that the man of God pounced on the juvenile beating him to pulp for allegedly stealing his 10,000/=.
Bishop Kibuuka then dragged the minor into his car and continued beating him as he drove to the mother’s home at Namugongo-Janda in Kira Municipality to recover the money, it is at this stage that landlady intervened and rescued the victim from the hands of his tormentor and later rushed him to Nuwa Hospital, Nabusugwe-Mukono, where he was admitted.
Reports indicate that the victim is recovering from the injuries classified as grievous in nature.
According to a press statement, the police Spokesperson, SCP Fred Enaga said that this is a severe case in which a child was harassed and the gravity of this case has not faded following the complaint submitted to the police by Kira police division.
“We retrieved medical documents and reconstructed the scene at Mamre prayer center upon receiving the complaint and obtained very clear accounts of the incident with relevant witness statements. Bishop also recorded a statement and was released on bond. It was however, canceled on the 24.08.2022, after charges of Aggravated torture were sanctioned against him,” the police press statement reads in part.
Further, the police condemned all acts of torture, harassment and intimidation, more so by church leaders against vulnerable persons. adding that, “part of the mission of church is to defend the poor, marginalized and vulnerable persons and further promote commitment to compassion and justice. The acts therefore, were not consistent with the values of church and not justified under any circumstances,”.
The 2022, police annual crime report indicates that 4.2% of the cases reported in 2021 were Child Related Offences with children as direct targets and consequential victims. In the same report, Child abuse and Torture stands at 1,073 cases.
