The office of the inspector of government has handed over two land titles of Nkumba day and boarding primary school to the Wakiso district Chief Administrative Officer (CAO) and directed the termination of the registration of the board of trustees with the Ministry of Lands as well as ordering Eria Muwanga Lutaaya to refund shs. 80m to the government within 14 days.
This was revealed on Friday 28th June during an engagement with the school administration, Wakiso district local government leaders, and a delegation from the office of the Inspector of government at Katabi Town Council headquarters in Entebbe.
According to Michael Tumukulate, the head of IGG’s Kampala office, after an investigation, the findings indicate that some members of the school management committee sold part of the land of the school to a certain Asian, then later on he took them to court and they decided to sell one acre at 450m to compensate him however they declared 300m, and out of the undeclared money which is 150m, 80m was paid to Eria Muwanga Lutaaya one of the members of the trustees who also shared it with some other members of the registered trustees and 70m was retained by the lawyer as legal fees.
He also highlighted that the members of the registered trustees were collecting rent from tenants of the school which is not correct.
“We also discovered that these particular registered trustees were illegally constituted so their registration with the Ministry of Lands we found that it’s illegal, therefore the inspector of government has directed the ministry to terminate the registration so that the school runs normally by the school management committee as it is provided within the law,” he added.
Tumukulate also noted that another directive was towards Eria Muwanga Lutaaya to refund shs 80m to the government within 14 days failure of which, he will be prosecuted by the inspectorate of government.
“So starting today, he should look for that money and refund it, if he doesn’t do so we have the second option because the inspector of government has the liberty to proceed and prosecute him,” he remarked.
He finally confirmed the recovery of two land titles of the school saying that these titles were registered in the names of registered trustees and since they are no longer trusted, they can’t trust them with the property of the school hence handing them to Wakiso district’s chief administrative officer to go through a full re-registration so that they are registered in the names of Wakiso district local government but with specification use of Nkumba day and boarding primary school.
Ronald Kalema the Katabi Town Council chairperson appreciated the office of the inspector of government for revealing the thief because people who have been claiming to be trustees, whatever they did was illegal.
“The titles have been handed over to Wakiso district local government through the CAO which has given us the mandate as Katabi Town Council to proceed with our public toilet which we want to put at the playground which is helping the stakeholders and the school. We shall be able to do that and we hope for better development of Nkumba Primary School since the government has come in I also suggest that those who have been told to return the money do it as fast as possible so that it can help the school to develop,” he added.
Eldad Ddungu Nsubuga the chairperson of the school management committee highlighted that the school started way back after a donation of the land by the late Ssebugwawo the grandparent to the Buganda Kingdom Queen Sylvia Nnabagereka and later on came in people who started the school, started operational but as it was progressing there came in what were called trustees who said they wanted to keep the school property safe but unfortunately instead of keeping and making the good use of that property, they were gaining their own interests.
Nkumba Day and Boarding Primary School is located in Nkumba just next to Nkumba University in Katabi Town Council, Wakiso district.
