Tax Justice Network Africa (TJNA) has hosted its second Anti-IFFs Policy Tracker piloting workshop that started on Wednesday, 19th to 21st March 2025 in Uganda.
The workshop, in collaboration with the African Union Economic Development, Trade, Tourism, Industry, and Minerals Department (AU-ETTIM) and the Africa Tax Administration Forum (ATAF), aims to engage key Ugandan government institutions in assessing efforts to combat illicit financial flows (IFFs), a major challenge to economic development and governance in Africa.

The Anti-IFFs Policy Tracker focuses on four thematic areas: policy and legislative frameworks, institutional frameworks, information and data frameworks, and interagency cooperation.
The tool provides actionable recommendations and measurable indicators, enabling participants to conduct self-assessments and gain insights for effective policy interventions.
This workshop will assess Uganda’s current policies, identify high-risk areas in its financial system, and strengthen cooperation on anti-IFFs strategies.

TJNA’s objective, standardized, and data-driven approach will assist participants in pinpointing policy gaps, tracking progress, and identifying reform opportunities. The findings from this workshop will contribute to a broader strategic framework for addressing IFFs across Africa and will be presented at the African Union 3rd Subcommittee on Taxation and IFFs in May 2025.
This marks a significant step in the fight against IFFs in Africa. The outcomes from the workshop are expected to help shape effective strategies for economic transparency and sustainable growth.
